The NCAA Division I Board created the GSR in 2002 in response to university presidents seeking data that more accurately reflects college student mobility beyond what federal graduation rates measure.

The federal tax rate counts students who leave school as academic failures, even if they enroll in another school. The federal tax rate does not recognize students enrolling in school as transfer students. The GSR formula excludes athletes who graduate from school while they are qualified and includes athletes who first enroll elsewhere and then transfer to school.
